Message from The President and Vice-Chancellor on the Sixth Matching Grant Scheme

Dear Colleagues, Students, Alumni and HKBU Foundation Members,

As you may be aware, a new round of the Matching Grant Scheme will be open for applications for a two-year period from 1 August 2012 to 31 July 2014 to help the post-secondary education sector tap more funding sources.  Under the Scheme, the HKSAR Government will allocate a matching grant of HK$2.5 billion for application on a first-come, first-served basis by 17 institutions (including their self-financing operations and extension arms such as schools of continuing education and community colleges) offering publicly-funded and self-financing programmes at sub-degree level or above.  Each institution has a guaranteed minimum matching grant of HK$60 million, which will be disbursed on a dollar-for-dollar basis, beyond which HK$1 will be granted for every HK$2 in donations.  The grant ceiling is raised significantly to HK$600 million from HK$220 million in the past.  If any institution fails to reach the guaranteed minimum by the end of the two-year period, the unused matching grants will be opened up for application by all institutions on a first-come, first-served basis.

Thanks to the tremendous support received from donors, corporations, charitable foundations, colleagues and alumni, the University has been able to secure an aggregate amount of HK$950 million, inclusive of HK$350 million in matching funds, under the previous five rounds of the Scheme.  This achievement has enabled the University to acquire additional funding resources to sustain its development in all spheres of its endeavours.

However, for this new round we face a more challenging situation.  Firstly, the number of participating institutions has further increased to cover all statutory and approved post-secondary institutions, resulting in ever keener competition for funding among the institutions.  Secondly, the coming decade will see the peak period of the comprehensive development of the University, requiring a substantial increase in recurrent expenditure.  We therefore target to raise at least HK$100 million annually to sustain the University’s development.  Furthermore, with the implementation of the four-year undergraduate system this year, we have to rely on our own fundraising efforts, separate from the government subventions, to cover the shortfall in funding required for additional student resources.  

In this respect, I would like to invite your assistance in boosting our fundraising efforts so that we can obtain the maximum benefit from the sixth Matching Grant Scheme.  You can provide support in the following ways:

1. Propose good causes that merit and attract donor support;
2. Expand the University's fundraising network throughout all sectors of the
    community;
3. Make donations yourselves or encourage your friends and relatives to
    donate.
